Virginia Beach Council of Civic Organizations Inc. Our History VBCCO was founded in 1959 as a way to ensure that all citizens had a voice in local governance. VBCCO represents over 100 civic organizations throughout Virginia Beach. VBCCO has played a central role in many important community issues, such as: Public Safety pay compression, Open Space Advisory Committee, Workforce Housing Taskforce, Resort Advisory Commission, Clean the Bay Day, Public Voices on Redevelopment. Our Role VBCCO was chartered to educate our member civic leagues about how to improve their community and how to ensure their voice is heard. Our Community Empowerment Taskforce provides regular programs on topics of interest to our members and also serves as a mentor to members. CCO, through our Community Advocacy Taskforce, serves as a collective voice on key issues whenever an issue affects a substantial number of our members. View VBCCO Bylaws
