What the terms mean

Meeting types, from the City’s key: I = Inquiry; PS = Presubmittal Meeting; CR = Comment Review.

Project descriptions and statuses are quoted from the City’s Accela records at the time this report was posted. Statuses change as a project moves through review; follow the record link for the current status. Inquiries usually have no DSC file number and no Accela record.

City review results come from the Processing Status on each Accela record: the record’s status now, the review result and its date, and each City department that has marked the plan “Comments” or “No Comments”, with the date. They are read from Accela every day for the two newest reports; the date read is shown with each record. Reviewer names are not shown.

Documents are listed as the City shows them on each Accela record. Each name links to its Accela “Document Details” page, which describes the file; it does not open the file. Some documents can be opened on Accela after a free account login. In VBCCO’s check on October 28, 2026, a City reviewer comment file could not be opened even after logging in. VBCCO does not have copies of these documents.

Site plan approvals, from the City’s footnote: “Projects associated with previous City Council land use approvals. All other projects are by-right development.” Below, each site plan is marked one way or the other.

Planning applications submitted, from Section 3 of the City’s report: “This list reflects the applications that were submitted to the Planning Department this month. It does not indicate or imply when an application will be scheduled for a public hearing. Please visit VirginiaBeach.gov/PC to review the applications scheduled for each month’s Planning Commission public hearing.” Application types, from the City’s key: AMD = Code Amendment; ALT = Alternative Compliance; CRZ = Conditional Rezoning; CUP = Conditional Use Permit; FVR = Floodplain Variance; MDC = Modification of Conditions; MDP = Modification of Proffers; MEV = Major Entertainment Venue Signs; NON = Expansion to a Nonconforming Use or Structure; PDH = Amendment/Modification to the PDH Land Use Plan; REZ = Rezoning; RGS = Roadside Guide Signs; STC = Street Closure; SVR = Subdivision Variance.

What the City’s Accela records say

  • Lindsay Braade (Parcel directly South of 6108 Pocahontas Club Road): “Lindsay Braade / The Applicant purchased the existing 2.4-acre parcel in July 2022 as a separately conveyed parcel. After the purchase, it was discovered that the parcel had previously been subdivided by deed without the benefit of a subdivision plat. This issue was not identified during the Applicant’s purchase of the property. / The Applicant did not create the subdivision or the existing lot configuration and is now attempting to correct the prior issue by having the property properly surveyed, platted, approved, and recorded in accordance with the City’s requirements. / During review of the proposed plat, the City determined that the existing parcel does not meet the current 150-foot minimum lot-width requirement for the Agricultural zoning district and advised that a variance from Section 4.4(b) of the Subdivision Regulations is required before the plat can be approved. / The hardship results from the existing dimensions and historical conveyance of the parcel, conditions that predate the Applicant’s ownership and cannot be corrected by the Applicant without altering the boundaries of property she does not own. / The Applicant is not seeking to further subdivide the property or create an additional lot. The Applicant purchased this parcel in July 2022 in its existing configuration, and the property has not been subdivided, altered, developed, or otherwise changed by the Applicant since purchase. It remains raw, undeveloped land in the same configuration in which it was acquired. The sole purpose of this request is to correct the pre-existing subdivision issue and allow the existing parcel to be properly approved and legally recorded by plat. Approval of the requested variance would allow the Applicant to complete that corrective process.” Accela record 2026-PCCC-00183, Subdivision Variance, status In Review.
